Federal Government Selects Rochester 2010 Plan for Livable Communities Initiative
ROCHESTER, N.Y., July 24, 2000--The city of Rochester's ten-year revitalization plan was recognized as a national model by a new program that provides federal support for local quality of life initiatives.

Rochester is one of 15 communities across the country chosen to participate in the Livable Communities Initiative, which was recently announced by the federal government. The initiative will support the city's "Rochester 2010 - the Renaissance" master plan, a bold program to revitalize the city's urban environment.

"By choosing Rochester as a livable community partner, the federal government is recognizing the significance and potential of our comprehensive 2010 plan," said William A. Johnson Jr., mayor of Rochester. "This plan was developed by our community - for our community -- to make Rochester a major urban center for the 21st century."

Rochester's 2010 Plan

Rochester's Renaissance plan is the result of a collaborative effort by city residents and city staff. It targets 11 separate areas for growth, including economic development, public safety, housing, education, land use/zoning, human services, parks/recreation/open space and transportation.

The plan's foundation is the city's innovative Neighbors Building Neighborhoods (NBN) program, which is designed to give residents more direct involvement in city planning efforts. The city's 36 neighborhoods were grouped into ten sectors that were challenged to develop "sector action plans," which outlined 900 action steps to recreate Rochester's neighborhoods. These action plans created a framework for the plan's development and adoption.

Rochester currently has 360 plan projects included in its capital budget. Implementation of the plan started last month, when Mayor Johnson convened a community meeting to inform residents about the plan. Hundreds of residents -- both city and suburban -- participated in the planning session, and nearly 400 residents signed up to assist with campaigns.

About the Partnership

The partnership will help the government streamline the city's access to federal government expertise and resources. Federal agencies will work in collaboration with Rochester and local non-profit organizations to complete three major projects:
  • Revitalizing housing and economic development along the Genesee River.
  • Restoring the Lake Ontario harbor into an economic, cultural and recreational attraction.
  • Creating a GIS-based map of the current state of regional growth planning and land use in the greater Rochester area.
