Danish Utility Implements Miner & Miner’s GIS-based System Operation Management Application
Fort Collins, Colorado- NESA, the Danish electric company serving over 500,000 customers in greater Copenhagen and the major part of the island of Zealand, has implemented Miner & Miner’s Responder System Operations Management system (R/SOM), replacing the utility’s older DMS technology.

NESA has been using a system called TINO to run the organization’s control room operations. The new R/SOM system encompasses similar functionality, but is built using data from the utility’s ArcFM-based GIS system, which M&M helped to design and implement. The project started last January and was put into production in December 1999 to resolve the year-2000 limitations of the previous system.

R/SOM is an integrated switch order and operations management system that operates in a high-performance, distributed architecture and provides a convenient graphical environment. Standard functionality allows control room operators to create switching orders; execute switch sequences in a study mode for verification; execute switch orders as a real job; create fault orders; generate reports showing switching history; tag devices and add miscellaneous notes; and track information to generate industry statistics on outage information. Graphic data is displayed on several monitors at each workstation and depicts the “real time” state of the network, including all energized and de-energized feeders, current switch status, and specific measurement data such as amps, line ratings, load information, etc. In addition, a link to NESA’s SCADA system has been built to allow for the display and update of the dynamic data.

R/SOM is build on top of the ArcFM Viewer product (embedded with ESRI’s MapObjects) and has been extended to display a memory-resident network topology to support DMS performance. The R/SOM features a SCADA Monitor that operates on a central server and analyzes all device status changes and measurement updates coming from SCADA and logs them to a relational database. The Connectivity State Manager process monitors the device changes and updates the network model on all client machines in near-real time.

R/SOM uses ARC/INFO data as the basis for its network model. The integrated platform offers NESA the most direct and usable approach to making the most of its investment in GIS network information. NESA’s geographic distribution network data is maintained using ESRI’s ArcFM application and is stored in SDE. This data is periodically downloaded and converted into a geoschematic representation to simplify the network structure between network stations. This source forms the basis of the R/SOM display and allows operators to quickly and easily identify the connectivity of their network using the original GIS data.

The system is currently in production, and a second phase of the project will be implemented this year to include integration of network analysis functionality.
