UK's East Midlands Electricity Awards Records Outsourcing Contract to QC Data

QC Data beats 30 competitors; winning three-year contract to manage GIS record center.
East Midlands Electricity (EME), a division of PowerGen Energy plc in England, has selected QC
Data's Spatial Data Services Division to provide turnkey geospatial data and engineering records
management outsourcing services. The contract will run for three years with an optional
extension of two years.
EME's Terry O'Neill, Investment Projects Manager, said "QC Data has vast experience in the
area of data management and have clearly demonstrated that they have the capability to deliver
what we need." O'Neill pointed out that EME, which serves some 2.4 million customers, is
centralizing records management activities for its Geographic Information System (GIS) in
order to more effectively manage costs. QC Data will assist EME with migrating six
geographically dispersed records management groups to a Centralized Records Update Facility
(CRUF) in Bilborough, England. QC Data will staff and manage the CRUF on a daily basis throughout
the life of the contract.
The EME contract win is QC Data's third major geospatial records outsourcing initiative in the
past two months. QC Data recently signed long-term records outsourcing agreements with
telecommunications giant BellSouth and with the Alberta, Canada government's Spatial Data
Warehouse Ltd. base mapping consortium. Under each project, QC Data is providing process
management controls and expertise through a set of structured methods and procedures that
improve recordkeeping timeliness, improve cost management and reduce risks.
Marc R. Gill, president of QC Data's Spatial Data Services Division based in Denver, said,
"EME looks to us as an experienced partner in their efforts to focus on core utility business
activities by outsourcing day-to-day recordkeeping functions. Our job will be to provide EME
with current, high-quality information concerning their distribution network."
Some 30 companies tendered offers beginning in October 1999 to provide EME's outsourcing services.
That list was narrowed to QC Data over an extensive three-month evaluation period.
