Maryland State Highway Administration GIS Team Reaps Honors


Group’s Innovative Applications Garner Three Awards in One Year

Redlands, California, The Maryland State Highway Administration (SHA) geographic information system (GIS) team, which includes consultants from ESRI, the world's foremost provider of geographic information software, and Digital Engineering Corporation of Columbia, Maryland, has been honored for its applications development in the department's enterprisewide GIS. This ArcView GIS-based application has improved the department’s transportation planning and analysis capabilities.

In March 2000, the American Association of State Highway and Transportation Officials (AASHTO) recognized the SHA GIS team as an Exemplary Partner as part of its national recognition program. The team was cited for its role in oversight of consultant activities as well as its development efforts, such as database implementation, staff training, system testing, and cartographic work to successfully deliver the GIS. Additional recognition went to the SHA GIS team last year when Maryland Governor Parris N. Glendening and Lieutenant Governor Kathleen Kennedy Townsend awarded it one of their annual Quality Awards for helping to make the State government more efficient and responsive to citizens. The SHA team was recognized as the State-wide winner in the annual competition for the best innovative information technology team. “Our State employees are working harder and smarter than ever before and are committed to raising expectations and getting results,” said Townsend.

SHA’s staff uses the GIS to analyze roadway features such as locations of bridges, pavement conditions, accident locations, signal locations, and traffic volume. An easy-to- use application called the SHA GIS Data Viewer enables users to integrate data stored in various offices and locations, spatially analyze it, and overlay it onto county maps. “Our ability to successfully develop and deliver a powerful new analytical tool, which has received widespread approval from our internal customers, had its foundation in SHA, the consultants from ESRI, and Digital Engineering Corporation undertaking the project as partners in an exciting creative opportunity,” said Bill Walsek, SHA’s manager of GIS.

Also acknowledging the achievements of her colleagues, Holly Butler, ESRI program manager, said, “One of the main reasons for the success of this project was that it really was a team effort with staff from the SHA GIS team, ESRI, and Digital Engineering Corporation working together toward a well-defined goal.” In June 1999, the SHA GIS team also won ESRI’s Special Achievement Award. “Every year the Special Achievement Award honors an elite group of organizations that have embraced GIS technology to serve the world better. I believe their outstanding accomplishments have laid the groundwork for others to follow,” said Jack Dangermond, ESRI president.
