States of Jersey changes to Cadcorp SIS
for an intranet-based corporate GIS.

The States of Jersey, the government of the island of Jersey’s 85,000 inhabitants, has
recently completed the first phase of its implementation of a new geographic
information system (GIS) throughout several of its departments. Based on the
Cadcorp SIS - Spatial Information System - software suite from UK
developer, Cadcorp, the new system replaces an existing system from another
vendor, which is being phased out.
Ralph Buchholz of the States of Jersey’s Planning and Building Control Department,
who has responsibility for the development and implementation of the new system,
says, “Our previous GIS was essentially a standalone system and wasn’t providing us
with the benefits which today’s technology can bring. Our main requirements in the
first instance, therefore, were to move to a networked, Microsoft Windows
environment to enable access for all authorised users on our network. We also wanted
to replace our existing planning & building application software and add a BS7666
compliant gazetteer. We selected Cadcorp SIS because not only did it provide all
the fundamental GIS and Internet support facilities we needed, at a keen price but
also, its open architecture and its ability to easily be interfaced to our new planning&
building application system, SX3’s Wizard, as well as to our BS7666 gazetteer meant
that implementation would be relatively easy.”
The first phase of the implementation programme involved importing the legacy data
from the existing system in to Cadcorp SIS. According to Ralph Buchholz, this was
a straightforward process thanks to the ability of Cadcorp SIS to support a wide
range of GIS and CAD data formats. Phase two, which is currently nearing
completion, involves linking the Cadcorp SIS system to the new SX3 Wizard
planning & building application system and to the new gazetteer and making maps
and their associated data available to up to 2500 users over the corporate intranet.
The first users of the new system were the Planning and Building Services
Department where, using links to recently gathered census data, it is used for forward
planning. As the Island’s mapping authority, Planning and Building Services is also
the main source for any maps required by other departments and provides a GIS
support service to them. Among other departments currently using the system are
Development Control, Historic Buildings, Environmental Services and Public
Services, who are responsible for the island’s road and drainage systems. Planned
future users of the system include Agriculture and Fisheries.
As Ralph Buchholz states, “The open architecture of Cadcorp SIS and its
extensibility through the development tools which Cadcorp provides have been
very important to us in the successful development and roll-out of our new GIS over
the internal network. The next step is to use the Cadcorp ASC Web-based version
of the software to make applications and data available to the wider community over
the corporate intranet and eventually, the Internet.”

based GIS solutions.
Cadcorp SIS applications exist in local government, central government, national
mapping agencies, emergency services, mapping and surveying, commerce,
broadcasting and many other areas.
