Xypoint Location Platform Attracts 30 Companies to Application Developer Program; Motorola,
AirFlash and Kivera Top List of Charter Member Companies

ANNAPOLIS, Md., Aug. 8, 2001--TeleCommunication Systems, Inc. (TCS) (Nasdaq:TSYS), a key architect of wireless location
and messaging software, today announced that it has chartered 30 member companies for the company's Xypoint Location Platform application developer
partner program.
Motorola, Kivera, AirFlash, and 724 Solutions top the list of 30 charter member companies that have joined the program since its launch at the end of June.
"We are very pleased that so many companies have chosen to take advantage of this program to access the features of the Xypoint Location Platform," said
Will Cousins, product manager at TCS. "Our application developer partner program is designed to help these companies design location-based applications that
will work across any carrier network."
The program gives software developers an open API to demonstrate proof-of-concept for their applications. Access to the Xypoint Location Platform allows
developers to design, test and certify applications. Additionally, those developers in the program will gain exposure and access to multiple carrier networks via
the Xypoint Location Platform.
The Xypoint Location Platform Application Developer Partner Program provides a fully functional Location-Based Services (LBS) testing and development
simulator tool that gives developers prototype response data, location query Application Programming Interface (API) message lists, error handling, error
notification, and error documentation. Program members also enjoy technical support from TCS as well as inclusion in TCS' marketing efforts.
The Xypoint Location Platform is the only software and network services platform to combine presence, location and privacy centers in one unit. With more
than 7 million wireless subscribers nationwide, the Xypoint Location Platform is the most widely deployed location platform in the United States. Recently, TCS
added a location privacy element to the Xypoint Location Platform to help network operators meet the guidelines set forth by the Cellular Telecommunications
and Internet Association (CTIA) for consideration by federal agencies with privacy oversight authority.
