GAF AG to establish computerised mining cadastre for the Congo

SIGTIM – a computerized mining cadastre system of GAF AG – will be implemented in the Democratic Republic of Congo (DRC)
Munich, Germany, November 12, 2002. GAF AG, an international renowned geoinformation technology company, has won a contract to set-up a new computerised and countrywide mining cadastre system (SIGTIM) for the Democratic Republic of Congo (DRC). After the successful completion of contract negotiations GAF has started work on-site in October 2002. The project aims to improve governance in the mining sector, through the establishment of a transparent system to grant, manage and cancel permits. The efficient and reliable management of mining titles is considered as a cornerstone to increase investment and growth in the mining sector of DRC.
Activities include set-up of the new mining cadastre in DRC, training, database generation and institutional strengthening. A key component is the design and development of a computerised mineral titling system – SIGTIM “Système Informatisé de Gestion des Titres Miniers”. SIGTIM will be especially conceived for the new legal framework in DRC - for the benefit of the administration, miners, investors as well as the public.
Works are performed for newly created Cadastre Minier in Kinshasa, a financially and administrative autonomous entity jointly guarded by the Ministry of Mines and Hydrocarbons and the Ministry of Finances. The project duration is 18 months, with a subsequent phase of maintenance and support of 12 months. Activities are funded by the World Bank, International Development Association. The contract value amounts to 1 mio USD. The activities in DRC follow countries like Madagascar and Namibia, where GAF in partnership with public administration has established nation-wide computerised mining titling systems, some now successfully in operation since several years.

About SIGTIM (Système Informatisé de Gestion des Titres Miniers):
SIGTIM covers all transactions in the lifetime of a mineral title in a comprehensive and reliable way. Title information can be archived and updated and all required documents be generated. Planning tools, list generators, statistical analysis- and watch- routines greatly support the title management process. Geographic information related to the titles as well as related topics like administrative boundaries or environmentally sensitive areas are fully integrated and can be visualised, queried and printed in the forms of maps. The system is based on industry standard PC and software architecture and use of the system requires only computer literacy on the Windows level.
