Innovative Mapping Part of Team Implementing OGC Interoperability Standards

Innovative Mapping Solutions, LLC in cooperation with the Indiana Geographic Information Council (IGIC), is part of a team including the Indiana Geological Survey and Hamilton County, Indiana that has been awarded a Federal Geographic Data Committee 2003 CAP Grant to implement OpenGIS Consortium (OGC) GIS interoperability standards. The grant project represents a partnership between members of Indiana’s GIS community to advance the IGIC’s vision of GIS for Indiana. Innovative will be working with Hamilton County to configure and implement an OGC-compliant web map service on the County’s existing website. Hamilton County currently runs Autodesk MapGuide on their internet site and publishes GIS data layers including detailed planimetric and topographic base maps, parcel maps, a soils map, and ½’ pixel orthophotography.

In parallel, the Indiana Geological Survey (IGS) will provide technical support and initial hosting for the state government site running ESRI’s ArcIMS web mapping services. To support the OGC implementation, IGS, which has always had a strong commitment to GIS metadata standards, will also publish statewide metadata on the National Spatial Data Infrastructure clearinghouse node hosted by the University Library at Indiana University Purdue University Indianapolis.

The project will demonstrate how partnerships between state and local government, private industry, and non-profit organizations can provide valuable solutions for sharing GIS data to support common goals such as homeland security. The result will be a “how-to cookbook” for ArcIMS and MapGuide users looking to implement OGC’s interoperability specifications. The Federal Geographic Data Committee will receive the final report which can be shared with others.

The State of Indiana’s homeland security efforts, as directed by the Indiana Counter-Terrorism and Security Council (C-TASC), will benefit greatly from the interoperability. Effective communication and data sharing between multiple agencies using different software and with users of varying GIS experience is extremely important to both planning and response efforts. This implementation will be capable of dynamically requesting GIS data from Hamilton County’s site, running Autodesk MapGuide LiteView, and C-TASC’s Crisis and Response Mapping Center, which is using ESRI ArcIMS web map services. The servers will communicate using the OGC web map service interoperability specifications.
