Davidson County, North Carolina Selects NovaLIS Land Development Office

Charlotte, NC, USA: NovaLIS Technologies – the leader in the supply of GIS-centric land information management products to government – and business partner Concord Engineering & Surveying, Inc., (CESI) have been selected by Davidson County, North Carolina for the implementation of NovaLIS Land Development Office™.
Davidson County first became a NovaLIS customer in 2004 with the purchase of Assessment Office™ and Billing & Collection Office™. Since 1991, the County has been searching for an effective system to incorporate land information for the Building Inspection, Fire Inspection, Environmental Health, and Permitting Offices. In 1999 they had implemented a system that was soon deemed ineffective. When the County discovered the Land Development Office solution, the decision to implement was almost immediate.
“After seeing the product at work in another County, the decision was easy,” says Ron Triplette, Director of Inspections for Davidson County. “The biggest asset of Land Development Office is the fact that the tax department has already begun their installation [of Assessment Office]. Five departments will have access to the server data which will allow for quicker retrieval of accurate information.”
With a population of 155,000, Davidson County is fairly small, but its close geographic proximity to urban centers has caused a recent residential construction boom. New residents are attracted to the area by its good educational system and low tax rates. Since 2004, there has been a twenty percent increase in new residence construction, and since 2001, annual permit requests have increased by over thirty percent.
“Customers will be able to track the status of their applications online and we are working to allow customers to process their permit payments with credit cards over the web,” continues Mr. Triplette. “This will make the process easier for the staff and the users. We are also looking to attract more business to the County. Outside access to the information will make it easier for potential developers and businesses to discover opportunities in the County and open shop.”
“[CESI] has managed Land Development Office implementations before,” says Steve Libera, GIS Business Development Director for Concord Engineering, “but this is the first time we have integrated with the Building Inspection, Fire Inspection, and Environmental Health Offices. Land Development Office will tie together every department in Davidson County associated with permitting”.
The first step for the implementation of Land Development Office is a Business Area Analysis, which commenced in July. The Land Development Office component of the project is expected to be completed in early 2006. NovaLIS is managing the installation of the Assessment Office and Billing & Collection Office products.
