NovaLIS Land Development Office™ to be Implemented in Horry County, South Carolina

Horry County, home to Myrtle Beach, is located on the Atlantic Coast and is bordered by North Carolina. The County has a population of over 196,000 year-round residents and it welcomes millions of visitors annually to view its natural beauty and participate in a myriad of activities, including golf.
The boom in tourism has been accompanied by a substantial increase in development. The County currently issues 8000 building permits per year and does 400 building inspections every day. The County’s system for processing this information is presently paper-based. In 2002, Horry County began to search for a solution that could better manage their permitting, inspections, and code enforcement processes.
“In our eyes, there are only two kinds of data pertinent to land: spatial and financial,” says Assistant Director IT/GIS for Horry County, Tim Oliver. “Anything spatial has to be managed by the GIS. Our main criteria in the search for a new system was that the product needed to be GIS-Centric. We identified Land Development Office as the best solution.”
The majority of the development in Horry County is residential and includes gated retirement communities, single-family residences and condominiums. With the present system, there is an issue with duplication of effort, causing delays and an over-worked staff. The staff does not presently have time to thoroughly review each application in the context of all recently approved applications. There is concern that if this is not properly managed, development will go unchecked.
“With Land Development Office, we will be able to efficiently process subdivision development plans, manage workflows, and allow for a web-enabled code enforcement process. Land Development Office will substantially speed up our processes and will make them far more user-friendly.”
Timmons Group will begin the business area analysis next month and will work with the County to determine the requirements. “Horry County is very GIS savvy,” says Steve Benner, Senior Consultant - Technology Services, for Timmons Group. “They understand the benefits that can be realized with the use of a GIS-centric planning program and the potential for automating processes in a GIS environment.
