Anoka County, Minnesota Goes Live with NovaLIS Assessment Office™

Charlotte, NC, USA: NovaLIS Technologies – the leader in the supply of GIS-centric land information management products to government – and business partner CriticalControl Solutions have successfully implemented NovaLIS Assessment Office™ in Anoka County, Minnesota.
In 2003, Anoka County’s Division of Property Records and Taxation, which annually assesses 160,000 parcels, elected to replace its legacy Unisys mainframe property tax system with Assessment Office. Unlike the old system, which was based on a cost approach to valuation, the new system allows for cost, income and comparable sales valuation methods. The new system will support open standards and allow seamless integration between a variety of applications.
“We are very pleased with the CriticalControl team and the product they delivered to us,” says Mike Sutherland, Anoka County Assessor. “Our new CAMA [Computer Assisted Mass Appraisal] system will allow our appraisers more time to actually perform the tasks we require of them and provide more timely and accurate information regarding the status of our annual assessment.”
“In general, the advanced technology will help us deal with increased demand and public expectations,” adds Maureen Devine, Division Manager Property Records and Taxation for the County. “It is an intuitive and robust solution that will make the process easier for assessors and the public.”
The County chose to develop this new system in two phases. Phase one involved identifying and specifying extensions and enhancements to the baseline application software, as well as performing a Fit Analysis to determine how well the application would meet the County’s business needs. Phase two, which is now complete, was the development, deployment, and installation of the application.
"The project was a great success. There were some challenges, however all parties were always willing to discuss the challenge, work through the options, and proceed with an agreed upon solution. We all worked as a team to achieve a common goal.
