QUALCOMM and TCS Achieve A-GPS Milestone

QUALCOMM Incorporated (Nasdaq: QCOM), pioneer and world leader of Code
Division Multiple Access (CDMA) digital wireless technology, and
TeleCommunication Systems, Inc. (TCS) (Nasdaq: TSYS), a global leader in
wireless data technology, today announced the successful completion of live
assisted-GPS (A-GPS) calls on WCDMA (UMTS) and GSM/GPRS networks using a
preliminary version of the Secure User Plane for Location (SUPL) interface.
SUPL, a standards-based protocol that allows a mobile handset client to
communicate with a location server, is a standard promoted by the Open Mobile
Alliance (OMA) standards body and supported by QUALCOMM, TCS and other
location industry leaders. QUALCOMM and TCS are supporting a preliminary
version of the SUPL ("Pre-SUPL") protocol to meet the rapidly accelerating
demand for high-accuracy location-based services in Europe, North and South
America and Asia. The test calls were conducted using QUALCOMM's TM6250(TM)
test mobile and TCS's Xypoint(R) Location Platform (XLP) and confirmed the
end-to-end interoperability of the Pre-SUPL protocol.
The TM6250 test mobile is powered by QUALCOMM's MSM6250(TM) chipset, which
integrates industry-leading gpsOne(R) technology and offers a cost-effective
way to launch high-accuracy location-based services. The Pre-SUPL support in
the MSM6250 chipset enables operators to begin commercial trials, application
testing and network preparation in anticipation of the final released OMA SUPL
specification, accelerating SUPL deployments. To address operator demands,
Pre-SUPL support is planned for commercial deployment during 2005.
Upon OMA's finalization of the SUPL specification, SUPL support will
become a component of QUALCOMM's gpsOne-enabled chipset roadmap and TCS' XLP.
The gpsOne solution with Pre-SUPL support is a standard feature of QUALCOMM's
MSM6250 chipset and software releases. QUALCOMM is working with a number of
handset partners to commercialize the gpsOne capabilities in the MSM6250
chipset to address rapidly accelerating demand for high-accuracy
location-based services. TCS will be incorporating standards-based SUPL
support into its XLP providing a complete, future-proof solution as well as
seamless migration for those operators deploying A-GPS solutions today.

TCS, also a system integrator for QUALCOMM's QPoint(TM) location server
product, offers precise location solutions either as in-network platforms or
as hosted services. TCS/QUALCOMM in-network location-based solutions are now
available to any wireless operator in the world, directly through TCS or
through TCS' Original Equipment Manufacturer (OEM) partners. The hosted
solution supports multiple standards from a single platform and complements
and shares facilities with TCS's E9-1-1 service provided to more than
30 network operators in North America, including four of the five largest,
through TCS's TL9000-certified Network Operation Centers. This capability can
rapidly deliver emergency and commercial services to any wireless operator
globally over any air interface.
The MSM6250 chipset is part of QUALCOMM's Multimedia Platform which also
includes the MSM6100(TM), MSM6225(TM), MSM6250, MSM6300(TM) and MSM6500(TM)
chipsets -- single-chip solutions that deliver engaging multimedia devices and
applications to more market segments in every major wireless standard. The
MSM6250 chipset supports the Company's Launchpad(TM) suite of advanced
multimedia, connectivity, position location, user interface and removable
storage functionality, including QUALCOMM's gpsOne solution, the world's most
broadly deployed assisted-GPS handset technology.
QUALCOMM's chipsets also support the Company's BREW(R) ecosystem, which
enables the development and monetization of advanced applications and content,
allowing operators and OEMs to differentiate their products and services and
increase revenues. QUALCOMM's chipsets are also compatible with the Java(R)
runtime environment; J2ME(TM) can be built entirely on the chipset as an
extension to the BREW solution.
