System Planning Corporation Awarded Navy Fire & Emergency Services Evaluation Subcontract

ARLINGTON, Va., March 27 -- System Planning Corporation (SPC) today announced that its TriData division has been awarded a subcontract under a Seaport-E Task Order to Anteon Corporation to undertake the third phase of a project for Washington, D.C.-based Commander Naval Installations (CNIC).

Under the subcontract, SPC will conduct a variety of studies to improve the efficiency and effectiveness of U.S. Navy fire and emergency services ashore.

In the first two phases, SPC evaluated fire and emergency services at 42 Navy installations worldwide and refined the service's fire data analysis methodology. TriData developed a new concept for collecting information on the dollars saved by Navy fire services prevention and incident response efforts to improve Navy performance metrics.

In Phase III, SPC is performing seven tasks:

* Benchmarking Navy Fire and Emergency Service (F&ES) practices against the civilian sector, with the intent of finding additional ideas for cost-saving and improving effectiveness

* Expanding collection of information on significant saves (losses averted) by F&ES operations, to include hazardous materials incidents, emergency medical services, and technical rescues as well as fires

* Geographic Information Systems (GIS) analysis of station locations on selected sites

* Third-party consulting to support evaluation undertaken by F&ES of its fire departments

* Review of the Navy approach to staffing Aircraft Rescue and Fire Fighting

* Risk analysis of selected installations

* Development of a standardized management manual for Navy fire departments.
