Department of Minerals Energy, South Africa to Implement FlexiCadastre

Spatial Dimension has recently won a competitive tender to implement FlexiCadastre within the Hydrocarbons Chief Directorate of the Department of Minerals and Energy (DME), South Africa. In 2005, the DME began the process of developing a system for use in the administration of petroleum licences in terms of the Petroleum Products Amendment Act, 2003 (Act 58 of 2003). While the initial version of the system, known as the Petroleum Products Act Licensing System (PPALS), is in operation within the DME, the Hydrocarbons Chief Directorate had identified additional functionality and enhancements that were required in order to properly manage, monitor and maintain all petroleum licences in terms of the 2003 Act.
"After a careful review process of our business needs and associated risks we concluded that it would be in the DME's best interests to migrate PPALS to the FlexiCadastre platform. FlexiCadastre is a commercial off-the-shelf solution that provides for complete configuration of the system to the license application, granting, obligation management, compliance and reporting requirements of the new Act. We look forward to implementing FlexiCadastre and to align ourselves with international best practice," said Avishkar Nandkishore, from the Petroleum Licensing Directorate: Office of the Controller.
