Tobin International teams with Plexus Data Solutions to provide the pipeline industry with a Total Integrity Management Solution

Houston, Texas, March, 18, 2002 - Tobin International, Ltd, announced today that it has chosen the Plexus Data Solutions Integrity Assessment team for D.O.T. Compliancy Assessment. Plexus has been a trusted name in Integrity and Risk Management to many of the largest companies in the world. The Tobin/Plexus team will offer complete in-house Integrity Assessment Services, from understanding essential data needs and writing an initial plan to the implementation of a fully compliant Integrity Management Program. This agreement will afford the Pipeline Industry with a Total Integrity Management Solution. The two companies have teamed to provide a set of tools designed to support the pipeline industry by integrating operational data in a comprehensive GIS architecture.

According to Steve Ellis, Vice President of Corridor and Facilities at Tobin International, "Our Total Integrity Management Solution, allows pipeline companies to monitor, search, access and analyze all of the information they need from disparate sources such as design and construction drawings, facility information, operational, inspection and repair reports, engineering drawings, right-of-way documents and environmental imagery while complying with both the new and pending government regulations that affect their pipeline operations."

A number of new initiatives have been implemented by the Office of Pipeline Safety, including 49 CFR (Code of Federal Regulations) 195.452 that govern pipeline integrity in High Consequence Areas (HCAs). These new initiatives will have a significant financial impact on the operations of regulated and non-regulated pipelines in both the liquids and gas arenas. In fact, the DOT has already begun auditing pipeline companies to ensure compliance with these new regulations.

The Total Integrity Management Solution from Tobin and Plexus meets the new regulations for High Consequence Areas by providing reports of incidents, identifying risks, and keeping track of all of the information that can affect High Consequence Areas. Information that can improve an operator's understanding of the risks that can have a significant impact on the successful operation of their pipeline system. In addition, the system provides an effective means of communications between the pipeline company and those who would be impacted by an incident through a turnkey public awareness mailing service.
