Real-Time GIS Assists South Carolina in Managing Hurricane Floyd Evacuation

By Friday, Sept. 17, Emergency Preparedness Division officials and representatives from the Governor's office were reviewing the traffic and detour information recorded during the event to see how they might change their evacuation procedures in the future. One possible change is to stagger the movement of people from the coast so the limited number of highways can handle the flow. However, another problem that was identified for the first time thanks to the GeoMedia Web Map system may be more difficult to solve.

Traffic counters placed strategically along 1-95 at the Georgia-South Carolina border and around the 1-95/1-26 interchange provided South Carolina officials with insight into the numbers of cars that were evacuating from within the state versus those coming in from Georgia and possibly Florida, both of which also responded to Floyd's threat. Much of the 1-26 bottleneck actually occurred where out of state cars were exiting 1-95 onto westbound 1-26. This means that South Carolina officials must develop a strategy for phasing the movement of its own people and also try to find a way to time that to avoid evacuations from other states -- scenarios that will be examined with the Hurricane Evacuation Decision Support Solution.
